Our ranking method puts trade fit and portability first
A company qualified only if its own site showed a painting-specific service or a contractor program with a dedicated painting page. Agency superlatives, star counts and unattributed performance claims did not affect the ranking.
The ranking applies six tests:
- Painting fluency: interior, exterior, cabinets, coatings, residential and commercial work should not collapse into one generic campaign.
- Weather response: exterior budget, messaging and lead intake should change when the workable production window moves.
- Asset ownership: the domain, website, accounts, data, content, creative and original project photography need named owners.
- Channel fit: the scope should solve the stated problem, whether that is search visibility, paid demand, reputation, follow-up or immediate opportunities.
- Commercial clarity: public pricing helps, but a clear billing model, contract term and exit procedure matter more than a headline amount.
- Evidence discipline: a detailed first-party service page supports an offer description, while testimonials and case-study outcomes do not determine rank.
The ownership test is deliberately strict. “You own your website” may still leave open the domain registration, source files, paid plugins, photo licenses, landing pages, call records, analytics history and advertising audiences. Ask for the number, not the adjective. Then ask for the asset list, not the slogan.
A painting advertising agency has to follow workable weather
Exterior painting is weather-locked in a way that interior demand is not. Sherwin-Williams says surface, air and material temperatures can affect drying, leveling and the finish. Its application guidance also advises against painting when rain is in the immediate forecast and says the early drying period can be especially important.

That fact changes the agency brief. A fixed monthly campaign can keep generating exterior estimates when crews cannot perform the work, then underfund the channel when a usable weather window returns. The marketer needs a rule for changing spend, geography, service emphasis and appointment availability without waiting for the next reporting call.
Ask each finalist to work through one real scenario. A wet week pushes several exterior jobs forward, then the forecast opens four production days. Which campaigns change? Who can approve the move? How are exterior leads separated from interior, cabinet or commercial enquiries? What stops the estimator from booking beyond crew capacity?
A useful plan connects five moving parts: the product specifications the painter follows, the local forecast, sold backlog, estimator availability and crew capacity. The agency does not decide whether a surface is paintable. The contractor does. The agency’s job is to make budget and intake follow that operational decision quickly.

Hook Agency has a dedicated painting page covering custom websites, SEO and paid advertising inside a broader contractor and home-services focus. The offer is suited to a painter seeking an owned acquisition system rather than contact delivery alone.
Its public ownership language is the most complete in this shortlist. Hook says clients receive full administrator access to the website, analytics and advertising accounts. It also says websites use portable platforms and that creative assets, campaign data and content belong to the client.
That combination earns Hook the top agency position. A portable website without advertising history is incomplete. So is an ad account without the landing pages, content and creative that made the campaign usable. Hook addresses those categories publicly before a proposal.
Ask which services are included, who owns the domain registration, how call tracking exports, which licenses survive, and how quickly budgets can change when exterior production pauses or restarts.

3. Integrity Marketing states the clearest seasonal operating model
Integrity Marketing’s painter page separates exterior, interior, cabinet, deck, residential and commercial work. It describes website, SEO and Google Ads services, with seasonal bid pacing and distinct campaign structures rather than one undifferentiated painter campaign.
The page also makes a direct ownership statement: every account, asset and line of content belongs to the client. That earns a high position because the weather plan and the exit plan appear together. The agency describes moving paid emphasis across services as the season changes and building gallery pages around real work.
Geographic fit needs a closer look. The page emphasizes Pacific Northwest painter experience and lists Washington and Idaho locations. A contractor elsewhere should ask what local evidence informs the proposed exterior window, how forecast decisions work, and whether the same team services the account.

4. SearchPod joins the exterior and off-season systems
SearchPod describes a painting program that combines a custom website, Google Ads, Local Services Ads, SEO, email, review automation and branding. It also explicitly discusses planning exterior work and off-season interior demand as one system rather than handing the channels to separate vendors.
Its public exit position is strong. SearchPod says clients own the website, advertising accounts, Google Business Profile and data, and describes the relationship as month to month. Those statements deserve verification in the service agreement, including source files, content rights, software dependencies and export timing.
SearchPod identifies itself as Canadian. A United States painting company should confirm service availability, billing currency, Local Services Ads experience in its category and market, privacy handling and the people responsible for local account execution.

5. Base Coat Marketing offers the deepest painting-only package menu
Base Coat Marketing says it works exclusively with residential painting, commercial painting and concrete or epoxy coating contractors. Its programs combine a custom website, SEO, advertising channels, call tracking, analytics, content, listing management and other services.
The company publishes useful budget context. It says programs start around $3,000 to $5,000 per month including ad spend, with no setup fee. Its page promotes month-to-month service while also noting that some programs may require a term commitment. That exception belongs in the proposal, not in the buyer’s assumptions.
The reviewed pages did not fully state what a painter receives on exit. They refer to custom website hosting, content and images, but that is not the same as an ownership and export schedule. Ask who controls the domain, site files, CMS, ad accounts, analytics, call data, creative and content after cancellation.

6. Painter Marketing Pros covers channels beyond search
Painter Marketing Pros describes itself as a full-service agency focused exclusively on painting contractors. Its public menu includes website design, SEO, Google Ads, social media, content, email, direct mail, reputation work, Local Services Ads and Google Business Profile optimization.
That breadth suits a painter whose problem extends beyond search traffic. A coherent proposal should show how email, reviews, direct mail, the website and paid channels share service definitions and attribution.
Pricing is custom. Painter Marketing Pros says geographic competition and the selected package affect the quote. The reviewed public pages do not fully state who owns the website, domain, advertising accounts, analytics, creative, customer data or content after the relationship ends.
Do not treat the missing public answer as proof that the agency retains those assets. Treat it as the question the contract must answer. Ask for administrator access and an itemized exit schedule before comparing its quote with a portable offer.

7. Footbridge Media makes the handoff limitation unusually visible
Footbridge Media serves contractors and home-service companies and has a painter-specific program. Its page publishes a $249 monthly offer covering a website and a broad collection of marketing tools, and its FAQ says the core program requires a newly built site rather than continued work on an existing one.
The exit language is more useful than a vague “you own it” promise. Footbridge says it will provide the site’s HTML files after cancellation. It also explains that its review system, dashboard, web forms, CMS, hosting and other subscription-dependent components stop functioning when service ends and need replacements.
That is a real handoff, but not a ready-to-run replica of the live system. A buyer should price new hosting, forms, content management, review tooling and tracking before treating the website as fully portable. The low visible fee and no-contract position remain genuine advantages for a smaller operator.
Ask whether ad accounts, analytics, call data, images and written content sit inside the file delivery. Confirm the current price and scope in the order.

8. Built Right Digital publishes clear service tiers
Built Right Digital has a dedicated painting practice within a home-services agency. Its painting page covers Google Ads, SEO, Meta advertising, website design, local visibility and reporting. The company says it evaluates an existing site before deciding whether a rebuild is needed.
The page also publishes three monthly plan levels at $1,199, $2,099 and $4,199. A visible starting structure helps a buyer frame the conversation, but the applicable media spend, deliverables, term, setup work and market limits still need to appear on one proposal.
Built Right Digital discusses painting seasonality and service-area targeting. The reviewed painting and plan material did not fully state ownership and export terms for the domain, website, accounts, content, creative or performance data. Other trade pages cannot safely fill that contract gap for a painter.
It may still be the better fit when its scope, price and team align with the contractor. The signed order needs to carry the proof.

A lead vendor can beat an agency when weather opens capacity
The honest case for a lead vendor is short-term and operational. A painter already has the brand, website, reviews, estimator and follow-up process. Rain moves exterior projects, a crew window opens, or one territory needs more estimates. Rebuilding owned demand is still valuable, but it may not address that opening soon enough.
In that situation, exclusive residential leads can be the cleaner purchase. The contractor is buying qualified opportunities rather than a site, campaign or future search position. The painting lead service can sit beside the existing system without moving the domain or advertising accounts to another operator.
The trade-off is durability. When lead delivery stops, no new SEO equity, content library or advertising history remains from the vendor relationship. A good agency can leave those assets behind. A lead vendor should therefore beat an agency only when immediate opportunity flow is the real bottleneck, not when the foundation is weak.
Weather does not create a promise of demand. theBuildd cannot assure that a matching homeowner will appear in the exact ZIP code and week a crew becomes free. Volume depends on trade, territory size and local demand. The provider can control qualification, exclusivity, delivery and replacement policy, not homeowner timing or production weather.
Some painters should use both. Keep budgets and source records separate. Judge purchased leads through sold job, and agency work on access, deliverables, direct enquiries and retained assets.
The contract should name every transferable asset
Before signing, turn “full ownership” into a schedule attached to the agreement. The schedule should identify the current owner, the administrator account, the export format, any third-party license and the delivery deadline for each asset.

Run the exit test before the first invoice. Ask where the domain is registered, which account owns each campaign and what a data export looks like.
